As far as guitar is concerned, Punk is another way of saying "I don't need to learn to play the guitar, I can play it my way, any way I like and still make music"
The whole point of punk guitar playing is that it is loose and unrefined - messy and non conformist. Punk guitar actually celebrates the unskilled, untrained guitarist and that's the whole point - it's an attitude that teenagers can relate to.
But, in reality a lot of the early Punk guitarists could play pretty well. Players like Mick Jones (Clash) or Pete shelley (Buzzcocks) are good examples.
Most of the guitarists from this early Punk period would have, at the very least learned a little blues, a pentatonic scale and a handful of chords; you can hear it in what they played.
If this is what inspires you to play guitar, then the best thing you can do is get stuck into the pentatonic scales and try and get some technique for playing bar chords rhythmically.
